Miss Joey Lam
Deputy Government Chief Information Officer (Policy and Customer Service)
The Government of Hong Kong SAR


Headed by the Government Chief Information Officer (GCIO), the Office of the Government Chief Information Officer (OGCIO) provides leadership for the development of information and communications technology (ICT) within and outside the Hong Kong Special Administrative Region (HKSAR) Government.

The OGCIO provides a single focal point with responsibility for ICT policies, strategies, programmes and measures under HKSAR Government’s Digital 21 Strategy, in addition to providing information technology services and support within the Government.

Miss Joey Lam, JP, is the Deputy Government Chief Information Officer (Policy and Customer Service). She is responsible for the formulation of strategy and measures to facilitate the development of Hong Kong into a digital economy, promote digital inclusion and enhance the effectiveness of Government’s e-service to the public.

Mr. Gavin Pathross
Partner, Commercial Strategy and Research
Deloitte China


Gavin is a Technology, Media and Telecommunication (TMT) sector specialist at Deloitte China.

Gavin advises Governments, Sovereign Wealth Funds, Private Equity firms and CXOs from Fortunate 500 companies on TMT JV assessments, M&A strategy, change management, business process re-engineering and cost reduction strategies.

Gavin has also worked on several data center acquisitions around the Asia Pacific region. He has recently helped an Indian data center company to consider Hong Kong as a destination for their new operations and worked on their ROIC calculations. .

Prior to joining Deloitte, Gavin headed up the Hong Kong Frost & Sullivan office. Gavin has also worked with HP and Accenture. .

Gavin’s team has worked with the Office of the Government Chief Information Officer (Hong Kong) on the feasibility assessment of an underwater submarine cable investment. Gavin also worked with the Office of Telecommunications Authority (OFTA) on the feasibility assessment of a Data Center business hub. Gavin co-authored a Global Shared Service and Outsourcing (SSO) benchmarking study for a South East Asian government authority. .

Gavin has a BSc in Computer Science from Purdue University. Gavin holds an MBA from INSEAD and an EMBA from Tsinghua University.

NG, CHING WA (Daniel) started the career as computer programmer in 1990, and then progressing towards ICT Security, Computer Forensics, Financial Accounting and Auditing after millennium. Recently, he starts his research works in security, innovation and management development after earning a good stock options as a corporate director in a listed entity. His interest is Cyber Security, Health Informatics, FaceBook investigation, Digital Evidence standard for forensics laboratory, and Network Forensics. Professionally, he is a member HTCIA Asia Pacifc, former Chairperson of Professional Internet Security Professional (HK/China), Founder of China PIS Alliance (C-PISA), formerDirector of ISACA China,. Under the strong influence of knowledge intensive works, Daniel branches into the topic of e-learning, in particular, mobile learning..Academically, Daniel is strong in Knowledge Management with a master degree graduated at GPA 3.8. A machine learning research is being done.




Mr. Michael Mudd

The Open Computing Alliance


Mike Mudd is the Chief Representative of the Open Computing Alliance (www.opencomputingalliance.org) in the Asia – Pacific region, an industry supported group dedicated to advancing new computing models such as Cloud computing. He is a member of the policy committee and Cloud computing SIG of the Hong Kong Computer Society and is a founder member of the Cloud Security Alliance. He is also and the managing partner of Asia Policy Partners LLC (APP,) a consulting firm for technology trade strategy and policy which he founded in 2009.

Mike is an appointed expert to JTC-1 of the ISO in Geneva working on several standards sub groups. He is also an active member of a number of regional business chambers and association including chairman of the IT, IPR and Telecom Committee, at Amcham Hanoi a position he has held since 2007.

Prior to this he spent six years as Director of Public Policy, Asia - Pacific for a global IT business association, CompTIA, opening the A-P office in Hong Kong in late 2003. He has held a senior commercial position with Riverbed Technology of California and was a Senior Manager with Standard Chartered Bank PLC, in the wholesale banks e-commerce group for Asia and the COO of the ecommerce division of Noble Group.

Mr. Dirk Engeler

Dirk has worked professionally in Information Technology for over 22 years, and has worked for the four major banks in Australia as well as Australian state and federal government organisations. Dirk has been in the Information Security professional services industry since 1997 and was Head of Information Security for the Australian postal service before working as a consultant with Dimension Data as a key contributor to the security services portfolio. He has significant experience in large enterprises, government security, and financial organisations, and was also one of the first specialist security consultants in Melbourne, Australia.

Dirk is the Head of Technology Risk and Information Security with ANZ bank located in Hong Kong.


Mr. Per Dahlberg

Per has held leadership positions growing telecom and IT businesses in Asia for 20 years. In 2010 he co-founded the Asia Cloud Computing Association where he currently serves as Executive Director and CEO. He is also the founder and CEO of Springpoint, a company linking innovation companies with the Asian mobile market place.

Per started his career in Asia at the Swedish Foreign Ministry and the Swedish Trade Council before taking on senior management positions in technology companies and organizations such as the GSM Association, Actix, SmartTrust and Ascom Wireless.

August has rich IT experiences in diverse industries like finance/insurance, retails, entertainment, government and university, in China, Hong Kong and Australia.





Mr. Amod Jayawant

AJ has a wealth of Technology experience spanning three countries over 15 years. He has been involved in all aspects of the data center industry, including site selection, building, project management, operations ,pre/post sales and consultancy.

In 2007 AJ took the opportunity to move to Egypt as Operations manager, GPX Global systems Inc. and develop a team to transition the Data center from construction phase to operations. Notable steps included the implementation of policies, procedures, documentation for 24 x 7 operations and interfacing with customers.

For the past 5 years AJ had been leading the Data center operations Services team for GPX with responsibility for Egypt .With management and oversight on additional Data center build outs in Egypt and India. After the successfully completing his projects and handing over the Data center operations with full documentation in place to GPX management, AJ has joined CBRE.

AJ will lead CBRE’s push into the Critical Environments Sector in Hong Kong, coordinating a number of user requirements and will be collaborating with the OGCIO, Data Centre Facilitation Unit to support the local industry.AJ’s background in managing the site selection, buildouts of data centers and transitioning to live operations will be useful for the expected demand for data centers in Hong Kong in the near future.

Mr. Peter Koo

Peter Koo is a Partner of the Enterprise Risk Services in the Hong Kong office of Deloitte Touche Tohmatsu. He is the national leader of Security, Privacy, and Resiliency practice of the Greater China Region. He involves in consulting services in Security and Privacy Services, Cloud Computing Consulting & Assessment, System Processing Consulting & Assessment and Corporate Governance for clients in financial services industry and technology, media & telecommunications ("TMT") industry. He managed various Sarbanes-Oxley attestation and consulting projects, as well as different internal audit engagements for major US-SEC registrants.

Mr. Koo has much involvement in core banking, internet banking, and mobile banking consulting and assessment projects for financial services institutions. In addition, Mr. Koo also led Privacy Impact Assessment and Privacy Compliance Assessment projects for the public sector and financial services industry, with reference to the Personal Data (Privacy) Ordinance and relevant regulatory requirements of the Hong Kong Monetary Authority.

Mr. Koo is certified to implement WebTrust Assurance Services and is the founder of Certification Authority/Public Key Infrastructure (PKI) initiative for Hong Kong office. He plays a key role in the WebTrust and Certification Authority for CARO compliance standard setting committee for the Hong Kong Institute of Certified Public Accountants (HKICPA).


Mr. Gautam DS Bardoloi

Gautam DS Bardoloi is an Executive at the Hong Kong Jockey Club, in charge of IT Strategy, Planning and Architecture. Prior to joining the Club, he was a Partner (Director) with IBM Global Business Services (GBS), and lead IBM’s Asset Management Services for the Growth Market Units (Asia Pacific, Latin America, Central Europe & Middle East). He has worked or managed engagements in over 20 countries across the Growth Markets prior to joining the Hong Kong Jockey Club.

Gautam is a Mechanical Engineer with a Master’s Degree in Business Administration, and has a Law Degree.

He is an honorary member of Center of Excellence for Business Management, CPA Australia, Hong Kong/China Chapter and is an Advisory Board Member in the Li & Fung Institute for Supply Chain at the Chinese University of Hong Kong.



Prof. Eric Tsui
Professor of Knowledge Management, Department of Industrial and Systems Engineering

Eric Tsui is the Professor and Associate Director of the Knowledge Management Research Centre at The Hong Kong Polytechnic University. Prior to joining the university, he was the Chief Research Officer, Asia Pacific for Computer Sciences Corporation (CSC). During his 15 years tenure at CSC, he had made significant contributions to the company's expert systems products, applied research and innovation programmes, and university-industry collaborations. Appointed as the Professor of Knowledge Management at the Hong Kong Polytechnic University under the President - Distinguished Professionals Scheme in September 2002, he joined the university as a full time staff in March 2005. In the past 5 years, he has given numerous public and custom-designed knowledge management and collaborations workshops. He has also consulted for many government departments and private organizations on Knowledge Management strategies and technologies in Australia, Hong Kong, Singapore, Malaysia, and Brunei.

Professor Tsui is the program leader of Asia - only master degree in Knowledge Management which is delivered in a blended learning environment. He has B.Sc. (Hons.), PhD and MBA qualifications and a member of the Australian Computer Society, the Hong Kong Computer Society, and Vice President of the Hong Kong Knowledge Management Society.

Eric is Vice President of the Hong Kong Knowledge Management Society, an honorary advisor on KM to the Hong Kong Police College, and a member on IT Technical Advisory Sub-Committee in the Hospital Authority.


Mr. Charles Wong

Prior to joining Newedge in 2005 (i.e. ex-Fimat at that time), Charles worked for Orange Business Services, a total solutions services provider, as a Lead Consultant. He gained extensive experiences in handling large scale and mission critical IT projects which includes IT infrastructure Setup, Service Integration & Migration and Consulting.

Charles holds a B.Eng. in Computer Engineering from The University of New South Wales, Australia and received his MBA from The Australian Graduate School of Management (AGSM) in 2005.


Mr. Nicholas Lesek

Nicholas Lesek has considerable experience in specialties in data centre environments (trading floor, banking sectors), corporate real estate, facility management, mechanical and electrical critical systems, and procurement and vendor management. As a result his core skill set encompasses devising clear building property strategy aligned to business goals, design and project management lead for engineering in the banking/trading floor data centre sector, and delivering new ways to reduce costs and improve quality in FM operations for competitive advantage. In all this he endeavours to incorporate sustainable energy solutions that lower costs and reduce environmental impact.



Mr. Lewis Tam

Mr. Lewis Tam is the Head of Information Security of Ping An Insurance (Group) Company of China, which is the first integrated financial services conglomerate in China with diversified business profile including insurance, commercial banking, securities brokerage, trust and investment, asset management and corporate pension, since November 2007.

Lewis has over 25 years' international experience in risk management, information technology and project management, specializing in the banking and finance industry. In particular, Lewis directs information security strategies for enterprises for more than a decade, and received the Information Security Leadership Achievements honor from (ISC)2 in 2009.

Lewis previously served as a Vice President for Bank of America, and headed a number of different functions including Information Security, IT Compliance, Technology Risk Management, Internal Control and Project Management. Prior to this, Lewis was the Principal IT Auditor and also leaded the worldwide financial system development for American Express. While most of these assignments were with regional responsibilities, Lewis has offices based in different countries including China, Hong Kong, and Australia.



Mr. Wai Chan

Wai Chan is the manager of the Asia Pacific Infrastructure Solutions Architecture and Virtualisation teams within the Global Infrastructure Services division of The Royal Bank of Scotland (RBS). Based in Hong Kong, Wai is responsible for overseeing regional infrastructure solution designs and governance, as well as desktop, server and application virtualisation technologies and operations. Initially brought on board to manage regional mobility solutions in late 2006, Wai became an infrastructure solutions architect in 2009, before being appointed to his current position in 2012.





Mr. Eugen Tjong

In this role Mr. Tjong has responsibility for all Hosting and Managed Services within the Asia Pacific region which includes all Hosted Real-Time Feeds, Low Latency Feeds, Platforms and Hosting solutions.

His previous positions among others included Head of Enterprise Solutions Real-Time, Asia-Pacific, Business Manager Enterprise Information, Head of Sales EMEA Low Latency Feeds, Head of Integration and Head of Sales Northern Europe.

Mr. Tjong was both educated in the Netherlands and the United Kingdom and has a degree in business and a PhD in Engineering.

Mr. Philip Wong

Philip is the Technical Solution Architect in Data Center Virtualization Team, Cisco Greater China, responsible for helping enterprise customers to adopt Cisco Data Center Solutions to realize true business benefits. Philip also specializes in helping customers realize the unique advantages provided by Cisco Unified Computing System (UCS) and provides guidance through various enterprise application deployment scenarios.

Philip has over 23 years of IT experience. He started his career as an IBM System Engineering Trainee and worked in various positions for over 14 years, the last 7 years as Manager of iSeries Server Solution, Greater China, before joining Microsoft Hong Kong as Solution Manager for Financial Services Industry. During his 3 years' tenure in Microsoft, he successfully scaled Microsoft Enterprise solution adoption in various sectors. In one particular case, Philip helped a global investment bank to downsize a straight-through processing solution with a SWIFT accelerator to mitigate compliance risk within a very reasonable budget. He also shared the solution in SIBOS 2005 Copenhagen.

Philip joined Cisco in 2006 as the Customer Solution Architect, responsible for promoting end to end solution across all 3 Cisco Architectural Plays – Data Center Virtualization, Borderless Network and Collaboration. He successfully built numerous solution cases, which were showcased in various industry expo like Retail Expo Asia and Healthcare Forum. He also led the team to build a Cloud prototype ("Read Cloud In Action") spanned across 3 geographically dispersed locations in Hong Kong to showcase how an Active-Active data center can be accomplished, with signature demonstrations like Long-distance VM motion and Long-distance VM Fault Tolerance. Philip joined Data Center Virtualization Team, Greater China in early 2012.


Mr. Phil Gann

Phil Gann is the Senior Director, Solutions and Products Group, Hitachi Data Systems in the Asia Pacific region. Phil plays a pivotal role in leading this regional solutions and products organization, overseeing the strategic direction and execution of the product strategy and ensuring a seamless customer experience. His responsibilities include overall Solutions Strategy and Integration to ensure the best possible customer experience with Hitachi Data Systems.

Phil was formerly the Director, Storage Infrastructure and Business Continuity, Asia Pacific, where he was instrumental in the design, implementation, sales and strategic development of Virtualization, Disaster Recovery and Data Migration solutions in the Asia Pacific Region based on industry leading storage technology from Hitachi, Ltd. & Hitachi Data Systems Partners.

Phil has spent the last 20 years of his 34 years in the IT industry with Hitachi Data Systems. During this time Phil has lent his expertise to a series of senior positions that has contributed to the growth of Hitachi Data Systems as an organization.

Phil has previously been a speaker at many industry events including IDC, Gartner and CMGA conferences on Advanced Fibre Channel Solutions, technology solutions for Business Continuity and most recently deriving cost efficiency using storage virtualization technology and how these technologies build the foundation for Cloud deployment in the future.


Mr. Nick Knupffer

Nick Knupffer is the APAC & PRC Marketing Director, Intel Datacenter and Connected Systems Group. Nick began his Intel career in 1999 in the United Kingdom as a product engineer supporting Intel’s largest European server customers. In 2002 Nick Knupffer moved to run technology press relations in the UK, then moved to Intel HQ in California in 2006 where he managed global communications for Data Centre Group products. Nick moved to Hong Kong in February 2011. Nick studied Computer Science at Kingston University and Russian Literature at Queen Mary’s College, London University.




Mr. Ryan Chan

Ryan Chan, Product Marketing Manager at Microsoft Hong Kong Limited. Obtained his MBA at HKUST and his Bachelor’s degree in computer science at University of Toronto. He has software development and infrastructure experience in various companies in Canada and Hong Kong, as well as marketing experience from a few multinational corporations. With his experiences, Ryan is responsible for the virtualization and server management products at Microsoft in Hong Kong.
