Donald Mak

Mr. Donald Mak is the Chief Systems Manager (Industry Facilitation) of the Office of the Government Chief Information Officer, responsible for facilitation strategy and measures to promote the development of ICT industry and data centres in Hong Kong, as well as promoting the ICT adoption among local small and medium enterprises.

Mr. Mak joined the Government in 1989. Since then he has assumed various duties including the implementation and management of various government internal ICT systems and services, the formulation and implementation of facilitation strategy and initiatives for ICT industry development, digital inclusion and ICT co-operation with the Mainland and overseas economies.

Michael Mudd

Michael (Mike) Mudd is the Chief Representative in the Asia - Pacific region of the Open Computing Alliance (www.opencomputingalliance.org), an industry supported business group dedicated to advancing new computing business models, such as Cloud Computing. He is a member of the policy committee and Cloud Computing SIG of the Hong Kong Computer Society as well as the Asia Cloud Computing Association and is a founder member of the Cloud Security Alliance. He is also the Asia Pacific Ambassador for the Cloud Credential Council, which is dedicated to advancing industry created certifications for cloud professionals. He is the managing partner of Asia Policy Partners LLC (APP,) a consulting firm for technology trade strategy and policy which he founded in 2009.

Mike is an appointed expert to JTC-1 of the ISO in Geneva working on several standards sub groups. He is also an active member of a number of regional business chambers and associations, including chairman of the IT, IPR and Telecom Committee, at Amcham Hanoi an honorary position he has held since 2007.

Prior to this he spent six years as Director of Public Policy, Asia - Pacific for a global IT business association, CompTIA, opening the A-P office in Hong Kong in late 2003. He has held a key commercial position with Riverbed Technology of California and was a Senior Manager with Standard Chartered Bank PLC, in the wholesale banks trade finance/supply chain and e-commerce group for Asia. Previously he was the founding COO of the e-commerce division of Noble Group a major physical commodities supplier.


Terence Tang

Terence is a partner of Enterprise Risk Services and has worked with Deloitte for more than 15 years, and has served in 4 offices in China, including Hong Kong, Beijing, Shenzhen and Guangzhou. He has served multi-national corporations in FSI (Financial Services Industry) and TMT (Telecom, Media and Technology) with focuses on assessment and consulting engagements - he specializes in projects on enhancing and establishing internal process controls, policy and procedures outsourcing, technical due diligence and business continuity planning.

Terence is currently serving as the practice leader of Hong Kong/Southern China of Security, Privacy and Resiliency (SPR) Practice. He speaks fluent both English and Chinese (Mandarin and Cantonese).

Stacy Baird
Chairman, Data Sovereignty Working Group
Asia Cloud Computing Association

Mr. Baird serves as Chairman of the Data Governance Working Group for the Asia Cloud Computing Association, an industry group which promotes the growth and development of cloud computing in Asia Pacific through dialogue, training, and public education. He also serves as Executive Director of the US-China Clean Energy Forum Intellectual Property Program, a program focused on accelerating deployment of clean energy technologies through innovative IP mechanisms. He advises businesses and government on information technology and intellectual property public policy issues.

Mr. Baird served as Senior Policy Advisor and Technology & Intellectual Property Counsel to a prominent U.S. Senator and advised a thought-leading Member of Congress on intellectual property and the Internet. Stacy worked extensively on privacy and technology issues and on landmark legislation including the USA PATRIOT Act, Homeland Security Act, 2002 immigration and border security reform and was responsible for drafting wide-ranging 1999 patent reform legislation, addressed export control issues, and the federal electronic signatures law, the E-SIGN Act.

Baird resides in Hong Kong and has held appointments as Visiting Fellow, University of Hong Kong Faculty of Law and Visiting Scholar, University of Southern California College of Letters, Arts and Sciences.


Jerry Wertelecky

Having provided client advisory services to large public and privately held multinational companies globally, he has tremendous expertise in IT transformation, security, risk management, and governance risk and compliance services, especially related to outsourcing and cloud solutions. Jerry is a prominent subject matter expert and highly-requested speaker at international conferences as well as leading professional seminars.


Eric Tsui

Eric Tsui had spent 16 years in industry with Computer Sciences Corporation (CSC) in Australia taking on various capacities including Chief Research Officer and Innovation Manager. During this period, he has made significant contributions to the company’s expert systems products, applied research and innovation programmes for his clients.

He was appointed Professor of Knowledge Management at the Hong Kong Polytechnic University under the President’s Distinguished Professionals Scheme in 2002; he joined the university full time in 2005. His speciality areas are Knowledge technologies including Search Engines, Portals, Taxonomies and Knowledge Repositories, Personal Knowledge Management, and Personal Learning Environments.

He chairs various E-Learning and Blended Learning Advisory Committees as well as leads PolyU’s journey into MOOCs.

He has also consulted for many government departments and private organizations in Australia, Hong Kong, Singapore, Malaysia, Thailand and Brunei. A Vice President of the Hong Kong Knowledge Management Society, he is also honorary advisor to the Hong Kong Police College, and a member on IT Technical Advisory Sub-Committee in the Hospital Authority. In 2014, he was also conferred the Knowledge Management Leadership Award from the Global KM Congress and a Shortlisted Finalist of UGC Teaching Award in Hong Kong.

He is the Enterprise Security Architect of Cathay Pacific Airways, responsible for defining enterprise security strategies, cloud security model and next-generation aviation security prototypes. Prior joining Cathay, Epsilon has been the Head of APAC security practice in Cisco Systems, managing consultant in Equant, and senior security manager in C&W. He is serving the ISACA China Hong Kong Chapter as Research Director and Cloud Security Alliance as Vice-Chairman.


Michael Leung

Michael Leung was appointed Chief Information & Operations Officer of China CITIC Bank International in December 2013. In this capacity, he manages the Bank’s information technology and operations towards enhancing service quality and operational efficiency, and at the same time serves as a key member of the Bank’s Management Committee looking after a wide range of functions.

Michael is a Fellow and President of the HK Computer Society, Vice Chair of the CIO Board, a Fellow of the HK Institute of Directors, an Exco Member of the HK Institute of Bankers, Chair of the IS Departmental Advisory Committee of CityU, Vice Chair of the HK Down Syndrome Association and head of its Finance Committee. Separately, Michael has chaired many QF accreditation panels for the HKCAAVQ in the past years.


Jonathan Leung

Jonathan Leung joined HKEx in 2011 as Vice President and Head of Hosting Services responsible for establishing the exchange’s hosting services business. Mr Leung has 24 years of management experience in the IT, telecommunications and data centre industry.

Before joining HKEx, Mr Leung was Managing Director at Equinix, a global collocation service provider where he spearheaded the growth strategy in Hong Kong and China. Mr Leung co-founded NetTasking Inc., a network management service provider, in 1998. Prior to that he was the General Manager at Asia Online, one of the first generation regional Internet Service Providers. Mr Leung started his career at IBM as a Systems Engineer.

Jonathan holds a M.Sc. in Investment Management from Hong Kong University of Science and Technology, an M.B.A. from Chinese University of Hong Kong, and a first class honours degree in Electrical and Electronic Engineering from the University of Hong Kong.


Francis Fung

Francis Fung had been working in Midland Group as Chief Technology Officer for 7 years. The IT department had 100 staff in Hong Kong, Mainland China and Macau. The company employed the Metro IP data network, with Critrix and Thin Clint to support 300 branches and 5,000 end users in Hong Kong.

Before joining Midland Group, he worked in an Integrated Call Centre of Hong Kong Government as Executive Manager. Also, he was the Principal Consultant of PWC in CRM focus in call center and telecom projects in Singapore and Indonesia.

He has the degree of BSc.(Hons) in Computer Science and Electronic Engineering, MBA and Diploma in Marketing.


Carbo So
IT Operations and Transformation Manager

Carbo So is the IT Operations and Transformation Manager at MTR, responsible for the IT operations strategy and delivery of IT services to end users. Besides, she leads the transformation programme for the Information Technology Service Department on organisation structure, processes, infrastructure and scope of services in line with the strategic directions of the Department to support corporate businesses. Before assuming the current role for MTR, she was the Head of IT Production Management for Bank of China (HK) in charge of the division to provide IT services to the Bank, its subsidiaries and Bank of China Asia Pac Region. Prior to joining BOCHK, she had held various senior regional management positions in EDS Electronic Data Systems. She has solid IT experience in infrastructure, operations, outsourcing service, vendor management and also rich experiences in IT business operation in Hong Kong, China and Taiwan.


Bradden Wondra

Bradden joined Pearson in April 2012 as the Chief Technology Officier, Growth Markets.

Before joining Pearson, Bradden worked for Hewlett Packard where he was CTO for Enterprise Services, Asia Pacific & Japan, having previously led the HP Personal Systems Group web services team.

Prior to HP, Bradden was Director of Consumer Imaging Services, Greater Asia Region for Kodak, and also set up software services company, Silverwire, which was acquired by HP.

Bradden graduated from the University of Chicago and speaks fluent French, German, Spanish and Mandarin.


Lewis Tam

Mr. Lewis Tam is the Chief Information Security Officer of Ping An Insurance (Group) Company of China, which is the first integrated financial services conglomerate in China with diversified business profile including insurance, commercial banking, securities brokerage, trust and investment, asset management and corporate pension, since November 2007.

Lewis has over 25 years’ international experience in information security, internal audit, risk management, information technology and project management, specializing in the banking and finance industry. In particular, Lewis directs information security strategies for enterprises for more than a decade, and received the Information Security Leadership Achievements honor from (ISC)2 in 2009, and IT Governance and Management Leader of the Year and Organization of the Year in 2013.

Lewis previously served as a Vice President for Bank of America, and headed a number of different functions including Information Security, IT Compliance, Technology Risk Management, Internal Control and Project Management. Prior to this, Lewis was the Principal IT Auditor and also leaded the worldwide financial system development for American Express. While most of these assignments were with regional responsibilities, Lewis has offices based in different countries including China, Hong Kong, and Australia.

Paul is a partner based in Pinsent Masons Hong Kong office, who is qualified in both Hong Kong and England and Wales. He specialises in technology (including telecoms and data protection), commercial and employment matters, and advises clients on both non-contentious issues and disputes. Paul is experienced in litigation, arbitration and mediation in multiple jurisdictions.

Paul's work often has an international slant, and he has advised clients across jurisdictions in both Asia and Europe.

Paul Serrano

Mr. Serrano has more than 35 years of experience in the networking and security arena and has extensive experience in sales, marketing and business development. Prior to Nutanix he served as Sr. Director of Marketing for Riverbed Technology, APJ and VP of Marketing APAC for CipherTrust (acquired by Secure Computing). Mr. Serrano performed as Director for security products marketing for Juniper Networks via the acquisition of NetScreen Technologies where he held a variety of senior management positions in the USA and Asia. Prior to NetScreen, he was director of business development at Bell Labs Research.

He also co-founded and served as CEO for Network Tools. He served in senior positions in sales, marketing and product management at start-up SynOptics Communications/Bay Networks (acquired by Nortel). He was vice president at the HSBC banking corporation as well as serving in senior management roles at JP Morgan Bank and Citibank. Serrano spent nine years with the US Air Force and was responsible for the planning, design, installation and deployment of large-scale, high speed communication systems, including satellite systems, fiber optics, voice and data systems, cryptographic systems and wireless communications. He is a member and participant in the IEEE and IETF forums.
