Mr. Stephen Mak, JP
Deputy Government Chief Information Officer
The Government of the HKSAR

Stephen Mak is the Deputy Government Chief Information Officer (Consulting and Operations) of the Hong Kong Special Administrative Region Government. The Office of the Government Chief Information Officer (OGCIO) is responsible for formulating policies and strategies and implementing measures to drive ICT development in Hong Kong and, in doing so, contribute to Hong Kong’s commerce and economic development portfolio.

Mr Mak oversees the work of the IT Strategy, Business Transformation, IT Operations, and Professional Development Divisions of the OGCIO. His responsibilities include providing consultancy and advisory input to the formulation of Hong Kong’s Digital 21 Strategy for ICT development, inspiring government bureaux and departments to adopt IT strategies in delivering their policy objectives, developing management frameworks, standards and guidelines on information security, interoperability, and infrastructure, advising on IT-enabled business change and service transformation in departments. He also leads the central functions and facilitation measures in the funding of IT projects, procurement of IT products and services, operation of major data centers and development of the government IT professional workforce.

Mr Mak has over 38 years of experience in the IT field. He started his career in the private sector and joined the Hong Kong Government in 1975. He has since held a number of IT strategic planning, programme and technology management, professional services and corporate management positions. He holds an MBA degree from the Chinese University of Hong Kong, and is a Chartered Engineer and a Chartered Information Technology Professional. He is married with two children.

Mr. Daniel Lai, BBS, JP

Daniel Lai is a seasoned IT professional with 40 years experience in information technology in Hong Kong and Australia. He is responsible for providing a vision for and strategic directions on IT at MTR. Prior to joining MTR in 1999, he held various senior IT managerial positions with The Hong Kong Jockey Club. He is currently Chairman of Hong Kong CIO Board, and President of China CIO Forum.

Daniel graduated from Hong Kong Polytechnic University in Management and Computing Studies and from Griffith University with a Master in Technology Management. Daniel has led many innovative and large scale IT projects and managed large computer installations. He has developed and implemented IT governance, programme and project management, and outsourcing frameworks.

Daniel contributed significantly in promoting and developing the application of IT in Hong Kong and the region, he has held many positions in public services and educational institutions.

In recognition of his contribution to the development and promotion of IT in business and community, he was awarded Bronze Bauhinia Star (BBS) in 2004. He was awarded CIO Awards (Asia CIO Magazine) three times in 2003, 2005 and 2008, CIO of the Year by ZDnet in 2006, China Distinguished CIO Award 2007, nominated a Computerworld Honour Laureate's in 2004, and named by MIS Magazine in 2004 one of the most influential IT leaders in North Asia.

 

Mr. Derek P. Jackson

Derek is currently KPMG’s Chief Operating Officer looking after the operations and performance of the Risk Advisory Services Practice across offices in China and Hong Kong. Derek is a career internal auditor and has significant client experience across banking, telecommunication and government sectors. Derek primarily focuses on advising clients on risk management and corporate governance frameworks, IT risk management, project risk and operational internal controls.

Based in Hong Kong for the last 8 years, Derek actively supports the UK Institute of Internal Auditors contributing articles, whilst also representing the local Hong Kong IIA Chapter at seminars. Other interests include delivering training courses on the subjects of internal audit methodology, risk management, change management and information security.

Derek holds the MIIA and QiCA qualifications with the UK Institute of Internal Auditors, the CISSP certification with ISC2, and has held the CISA designation with ISACA. Derek is also an accredited project manager with the Association of Project Managres (APM) and holds a BA (Hons) in Business Management

 

Mr. Fren Chan

Fren is the area head of IT for the Asia Pacific region with key focus to identify strategic and high payback opportunities to use information technology in the business. Fren plays an instrumental role in driving M&A IT integration into the common infrastructure and systems platform, as well as establishing a powerful business intelligence capability for the region.

As the member of the global IT council and regional senior management team of PPG, Fren contributes to the achievement of business/functional objectives through effective project execution and visionary use of technology. He is also a member of the Asia Chemicals IT Roundtable community.

Before joining PPG Industries in 2005, Fren held various project and managerial positions for Dow Chemical and AT&T. He has a bachelor’s degree in electrical engineering from the University of Wisconsin (Madison), USA and a MBA from the Murdoch University, Australia.

 

Mr. Jerry L. Davis, CISSP, PMP

Jerry L. Davis is the Deputy Chief Information Officer (DCIO), IT Security for the National Aeronautics and Space Administration (NASA). Jerry’s role is to provide thought leadership and oversee all aspects of Information Security and privacy for the Agency to include the development and implementation of enterprise-wide IT security engineering and architecture, IT security governance and IT security operations capabilities. Jerry’s division also generates IT and data security solutions and services to the Agency’s Space Operations, Science, Exploration Systems and Aeronautics Research Mission Directorates programs and projects, while protecting and enabling $1.7 billion in annual IT investments.

Previously, Jerry served as the DCIO for the Department of Education overseeing the day-to-day operations of the Department’s enterprise-wide IT infrastructure. During his tenure at the Department, Jerry also served as the Department’s first Chief Information Security Officer (CISO) and Director, Information Assurance (IA). In this role, Jerry’s teams proactively protected and enabled over $500 million dollars in annual IT investments, which supported the $400 billion dollar grants and loans portfolio.

Jerry was one of the principal thought leaders in the design, implementation and management of the District of Columbia’s first city-wide IT Security program and served as the Manager of Wide Area Network (WAN) Security Architecture. Jerry also held positions as a senior security consultant with several Fortune 500 consulting firms, serving clients in the Intelligence Community (IC), Department of Defense (DoD) and federal civilian agencies. Jerry held a staff position with the Central Intelligence Agency’s (CIA) Directorate of Operations (DO) for several years. Jerry is a decorated combat veteran serving with the United States Marine Corps during the First Gulf War and trained as a Counterintelligence Specialist with focus on Human Intelligence (HUMINT) operations. He holds a masters degree in network security from a National Security Agency (NSA) Center of Excellence in Information Assurance and a bachelors of science in business with a concentration in IT security. Jerry has done doctoral work in the field of information systems and holds the Certified Information Systems Security Professional (CISSP) certification and completed both the CIA Analytical Risk Management (ARM) and the NSA InfoSec Assessment Methodology (NSA-IAM) courses. Mr Davis was a top four finalist for the 2008 Mid-Atlantic Region Information Security Executive of the Year and a nominee for the 2008 North America Information Security Executive of the Year.

Loic is currently Louis Vuitton CIO for Asia Pacific and China. He's responsible for the entire information system to support the business and growth in the zone, with a strong focus on stores operations.

Prior to this position, Loic spent several years in IS consulting companies. He then joined LVMH Group in 2000, where he worked successively for the Holding, Perfumes and Cosmetics France and Perfumes and Cosmetics Japan. He was mainly responsible for the implementation of HR systems, e-solution and Point Of Sales systems. He was also in charge of defining the Business Continuity Plan and Disaster Recovery Plan in Japan.

He's graduated in Economy and Finance from the Institute of political studies (Institut d'Etudes Politique) In France.

 

Mr. Lui Sieh

Lui Sieh is Area Head of IT for the Greater China Area Business Unit. He has over 10 years of business, IT, project management and consulting experience.

In his current role, he double hats as both the Head of IT and the PMO manager. He provides vision, strategy and leadership for promoting Global, Regional and Area IT initiatives across Greater China and ASPAC.

Lui is tasked with setting and driving both functional and company strategies. He has implemented systems improving business performance and provided IT value to the business. Recently, he led a drive toward regional best practices and shared service initiatives in the IT service management and business continuity areas.

Mr. Michael K. M. Leung

Michael Leung was appointed Senior Vice President and Chief Information Officer of Bank of America (Asia) in March 2000. In this capacity, he manages the Bank’s IT function in its entirety, including business systems design and development, project management, as well as production systems support and data center operations. In addition, Mr Leung is also in charge of operations planning, product services and corporate administration departments of the Bank.

Mr Leung has over 28 years' local and international experience in information technology, specializing in the banking and finance industry. Before joining Bank of America (Asia), he was a senior manager at Standard Chartered Bank, overseeing service delivery systems as well as acquisition & merger activities for its Consumer Banking division in the Asia Pacific region. Previously, Mr Leung was the head of the Business Research and Development department at the Dao Heng Bank , responsible for developing new business models and distribution channels for retail banking products and services.

Prior to his banking assignments, Mr Leung was a managing consultant at IBM Consulting Group and Price Waterhouse Management Consulting Services in Hong Kong and Australia. Immediately after his post-graduate study in Holland, Mr Leung spent nearly 10 years with the Dutch Philips Telecommunications and Data Systems, involving in the development and pre-sales support of banking terminals and transactions processing systems.

Mr Leung holds a Master degree in Engineering from The Netherlands Universities Foundation and a Bachelor of Science from the Chinese University of Hong Kong. In his over two decades of professional career, Mr Leung has attended executive training at London Business School, MIT Sloan School of Management, an honor diploma from Graduate School of Retail Bank Management of University of Virginia, among others. He is a Fellow of the Hong Kong Computer Society and member of several professional bodies, and a seasoned speaker on a range of business and IT topics in regional conferences.

 

Mr. Micky Lo

Micky's current responsibilities include management of the Information Technology risk. He also manages a program that monitors the firm's IT security exposure in the region - including provision of security technology solutions to business and governance of LOB's IT Control Self Assessment (CSA) deliverables. He is also responsible for developing JPM's regional IT control policies to ensure they meet regulatory standards.

Micky joined JPM in 1997 and is based in HK. He has held various management positions in Global Technology Infrastructure (GTI) before taking on his current role in 2004 - and has since expanded his team from three staff to the current 170.

Prior to JPM, Micky was a VP at Citibank Technology Group and Technology Audit department. He has worked in the HK and Florida office of Citibank.

Micky is also a Certified Information Security Auditor.

 

Dr. Ngai Tseung Cheung
Chief Medical Information Officer
Hospital Authority

NT Cheung is the Chief Medical Informatics Officer (CMIO) of the Hong Kong Hospital Authority (HKHA) and is also the Consultant for eHealth for the Hong Kong Government. As the head of health informatics in the Hospital Authority, NT has taken the Authority from a virtual “green fields” site in 1991 to today’s situation where clinical information systems are an indispensable part of the care delivery process for 30,000 clinical users. His current work focuses on taking the Hospital Authority’s Clinical Management System (CMS) on a generational leap to the next level of computerized record system functionality to improve the already world-class facilities in the CMS for the documentation and effective management of diseases and care. He works closely with clinicians and executives in the HKHA to ensure that the CMS supports organizational initiatives and that patient benefits are being realized.

NT is also working with the government and other healthcare stakeholders in Hong Kong to create a territory wide Electronic Health Record Sharing infrastructure. He is leading the EHR standards development efforts, the development of the sharing architecture, and various EHR pilot projects.

NT is active in the informatics research and education communities, and is a frequent speaker at international conferences. He holds a medical degree from the University of Sydney and a Master’s degree in computing science from Imperial College, London

 

Mr. Pack Ling
CIO, Greater China
GE

Pack Ling has assumed the Chief Information Officer of General Electric (GE) China since Jul 2006. He directs the IT strategies of the company and leads the IT function of over 200 professionals and 800 outsource engineers in Greater China region.

Pack joined GE in July 1996 as a management trainee of Information Management Leadership Program (IMLP). He led 5 office relocation projects and established the Asia-wide shared email server during his trainee time. Upon his graduation from program, Pack accepted the role as Asia IT Project Leader in GE Capital where he got an achievement award for his contribution to a few business acquisition projects in Asia.

In Jan 2000, he was promoted to lead dual regional roles - Asia IMLP Program Manager and Asia End-User Computing (EUC) Leader. In 2 years time, he grew the trainee program from 40 to over 100 members while he outsourced the whole Asia EUC operation to external vendors. In 2002, he was named as the Asia Pole Leader of Corporate Information Service Department, leading an operation to provide IT shared services for over 50,000 employees in Asia. He had implemented multiple IT solutions in the region including Oracle Financial, electronic travel claim and electronic leave systems. He had also outsourced the regional Payroll platform and established IT Security Council for Asia in this role.

Pack received a B.Sc. in Computer Science from University of Hong Kong in 1996, M.A. in Chinese Politics from Chinese University of Hong Kong in 2005.

 

Mr. Raymond Ngai

Mr. Raymond Ngai is currently Head of IT Infrastructure responsible for managing and developing the Club’s IT infrastructure in the areas of hardware platform, network, storages, web infrastructure, network security, systems software and desktop services to support the Club's mission to deliver world-class horseracing and betting services to the Hong Kong public.

Mr. Ngai has over 18 years in the information technology industry, including experience in telecommunications, networks, Internet and data communications.

Prior to joining the Club, Mr. Ngai was Director, Business Enabled Solution Practices at Nortel Networks (Asia) Limited, where he established the Business Enabled Solution business and built presales and delivery capability in the Asia Pacific region.

From 1993 to 2000, he worked in a number of sales and business management positions in Digital Equipment HK Limited and Compaq Computer Limited, including several appointments which took him to China.

Mr. Ngai graduated from Illinois Institute of Technology, Chicago, USA with a Bachelor of Science degree and gained his Master of Engineering from the University of California, Berkeley, USA. He completed the Kellogg-HKUST Executive MBA Program in April 2006.

Thomas Parenty, Managing Director of Parenty Consulting Limited (Hong Kong), has twenty five years of experience in the computer security and cryptography fields, including employment with the National Security Agency. He has designed and evaluated the information security protection of numerous national and global systems, including those for banking, electronic commerce, credit card processing, healthcare, and nuclear command and control. In addition, Parenty has designed security features in enterprise applications that are currently used by governments and businesses across the globe.

Mr. Parenty has testified five times before the United States Congress on global competitiveness, national security, law enforcement, and encryption. In addition, he has served as an advisor to the National Academy of Sciences and the President’s Commission on Critical Infrastructure Protection. Harvard Business School Press published Parenty’s book, Digital Defense: What You Should Know About Protecting Your Company’s Assets. William Yin is a Partner and Managing Director of The Boston Consulting Group (BCG) and is based in the Hong Kong office. He leads our IT practice in Greater China and focuses on the Financial Services industry.

Prior to joining BCG, Mr. Yin worked for A.T. Kearney for 10 years where he was the General Manager of the Hong Kong office and also lead the Financial Services and IT practice in Greater China. In this role, he was successful in executing numerous strategic IT projects for leading Chinese banks. Before joining A.T. Kearney, William worked for EDS for 5 years in the UK and in North America.

Mr. Nigel Mendonca

Nigel Mendonca is a regional director, responsible for managing all sales across corporate and enterprise accounts, as well as partnerships for MessageLabs in Asia. Mendonca serves as a senior leader for the overall MessageLabs' development and operations in the region.

Most recently, Mendonca served MessageLabs as partner account director in 2008. Prior to MessageLabs, he played a director and sales role at Premiere Global Services in Sydney from 2000. He was promoted to regional sales director in Hong Kong in 2005, and transferred to look after channel sales in 2007. He has been living in Hong Kong for years and he is no stranger in this Asian hub. During his previous tenure, Mendonca was also an active member of the Asia Digital Marketing Association; and Hong Kong Credit and Collection Management Association (HKCCMA), conducting numerous educational presentations for members.

Jason Pearce is the Director, Sales Engineering Asia-Pacific & Japan for RSA, the Security Division of EMC. In this role he is responsible for driving the pre-sales, systems engineering and technical architecture capabilities of RSA throughout the Asia-Pacific/Japan region.

Jason brings a deep and varied set of Asia-Pacific leadership experiences to RSA. His accomplishments include building and leading the Worldwide Security Services Practice for Cisco in Asia-Pacific, and more recently he was Technical Director for Security and Identity Management in the Consulting Services group for Oracle Asia-Pacific.

Jason has over 18 years experience in the IT security industry and holds a number of certifications including a Bachelors degree in Information Technology, Certified Information Systems Security Professional (CISSP), Certified Ethical Hacker (CEH) and various vendor security certifications. Ricky Ong has been in the telecommunication industry for more than 14 years. In his current role with Alcatel-Lucent, Ricky is responsible for Security Business Development and Solution, covering the Asia region and is based in Hong Kong.

Ricky's work experience stems from areas in Optical Networking, Data Networking, Network Management System and Network Security, where he was responsible for System Engineering work, Technical Consultancy and Product Management.

Before joining Alcatel-Lucent in 2002, he had previously served Fujitsu Telecommunications, Compaq, Tellabs Inc and Cisco Systems.

In addition to holding various vendors based industry certification, Ricky holds Bachelor of Science major in Computer Science from Latrobe University and Bachelor of Engineering with Honors, in Communication Engineering from RMIT University in Melbourne, Australia.

 

Mr. Sheung Chi NG

Sheung-chi has joined SafeNet Asia as Security Consultant since 2005. He possesses solid knowledge in both mobile and internet security from solution development/architect to system review/analysis.

Prior to SafeNet, he took Technical Consultant role in several multi-national IT security vendors like Betrusted (now Cybertrust) and PrivyLink. Previously, He was one of the members of Center of Wireless Information Technology (CenWIT) in The Hong Kong University of Science and Technology. The major contribution of him was to develop a new algorithm in the cellular receiver to reduce the power consumption and complexity. That algorithm was filed in US patent in 1997. Besides, He joined the New Concept Implementation Group of Nokia Research Center in Finland to participate in developing one of the world first testbeds for 3rd Generation wireless communication system.

Apart from knowledge in mobile communication, He has equipped himself with skills in internet application development by working on various internet-based projects. In the area of internet/information security, He got involved in various information security related project such as fingerprint recognition algorithm development, PDA-based mobile internet security platform protocol design, WAP-based security platform development and Smart-Card-based or HSM-based PKI application design/development.

He was the chief architect of the first commercial WPKI solution in Hong Kong. He invented the first WML script-based pin security solution for a local bank in Hong Kong. He developed a XML security gateway deployed in Macau. He participated in IT solution security review for Hong Kong Government and an investment bank in Singapore. He participated in a lot of critical IT security projects for banks/government in Asia pacific.

He received the Bachelor of Engineering degree and Master of Philosophy degree, all from Electrical an Electronic Engineering department in The Hong Kong University of Science and Technology. He also received a Diploma degree of Information and Internet security from The City University of Hong Kong. He is now a Certified Information Systems Security Professional (CISSP) and Certified Information System Auditor (CISA).

In 2006, William was awarded the 1st Annual Harold Kester Award by Websense, Inc. The award goes to one employee worldwide every year who displays the most outstanding level of contribution in the areas of quality, innovation, teamwork and leadership.

Prior to Websense, William is the Manager of Sales Engineering at Network365, an Ireland based multinational powerhouse and pioneer in 3G wireless data and mobile commerce and messaging technologies. Prior to that, he was the Product Manager for IP Service Group, Lucent Technologies (formerly Ascend Communications), managing a suite of IP VPN, firewall security and QoS appliances. He also served previously in technical positions and product management role at various companies including, Tivoli Systems Inc, Sun Microsystem and several local IT companies as well.
