Ir. Allen Yeung

Ir Allen Yeung has extensive experience in the ICT field. He held BSEE from the University of Texas at Austin, MSEE from Purdue University and Executive MBA from HKUST-Kellogg Northwestern University.

As GCIO, his responsibilities include formulating ICT policies and strategies; leading the E-government programmes; promoting and developing ICT industry as key business and economy driver; and bridging the digital divide.

Prior to joining the Government in July 2015, Ir Yeung was the Chief Corporate Development Officer of the Hong Kong Science and Technology Parks Corporation. Ir Yeung started his career in 1987 in the Silicon Valley, working for many hi-tech companies. In 1995, he relocated to Hong Kong to further his career development, and served in several senior management positions for multinational enterprises and Hong Kong listed companies.

Ir Yeung has contributed significantly in promoting and developing the innovation and technology industry in Hong Kong and the region. He has served on many councils and advisory committees in the ICT industry associations, business angel networks, engineer professional bodies, as well as educational institutions.

Harrison Lung, Associate Partner, Business Technology Office, McKinsey & Company.

Harrison Lung is an Associate Partner in the Hong Kong Office of McKinsey and Company. Harrison works with C level executives in Asia, particularly CIOs and CTOs, in the areas of IT and network. His recent McKinsey experience mainly focuses on the telecom sector in Asian emerging markets, particularly in the operations and technology domains, leading projects in areas like IT strategy and organization, architecture, application development and maintenance to infrastructure, including cyber and network security.

Prior to joining McKinsey, Mr. Lung worked in New York City at the global management and technology consulting firm Accenture, where he advised numerous Fortune 500 and Global 2000 clients in a broad range of industries, with engagements ranging from telecommunications and media, pharmaceuticals, utilities, chemical products and public service, particularly pertaining to mobile technology strategy and solution execution.

Before Accenture, Harrison held several assignments in Toronto, Canada. He was an IT architect at Bell Mobility (Canada) and Sprint Canada (now part of Rogers Communications).

Mr. Lung received his MBA degree from Cornell University and is a graduate of the University of Waterloo's Bachelor of Applied Science program (Computer Engineering, minor in Management Science). He is also a licensed Professional Engineer (P. Eng.) in the Province of Ontario (Canada).

Kok-Tin is a partner within PwC's Risk Assurance practice with over 12 years of experience in IT governance, cyber security strategy and framework, cyber security governance, security management, IT risk, technology architecture and ethical hacking.

Kok-Tin is extremely well versed in developing a holistic cyber security strategy, banking technology risk management guidelines and technical review tools. He is also one of the co-author of many technology risk management guidelines issued by the financial regulator in Asia.

Kok-Tin is a Certified Chartered Account (CCA), Certified Information System Auditor (CISA) and Certified Information Security Manager (CISM).

Geoff has over 25 years of experience in Information Technology and Telecommunications (IT&T), having held senior roles or consulting extensively across a number of industry sectors - notably in Telecommunications, Petroleum, IT, Finance, Defence, Retail and Hospitality. Always having a strong technology focus, Geoff has held traditional IT&T staff roles as well as broader R&D, strategic marketing and corporate planning positions.

His career has taken him from Australia, to the UK, the USA and several locations in Asia. Today he is a well-respected technology advisor to several of Asia’s largest companies, especially in the areas of IT strategy, security and governance. He continues, as he has since 1997, to work extensively with the Jardine Matheson Group, one of world’s oldest and largest diversified business groups with some 400,000 colleagues, principally in Asia.

Gabriel Chan

Gabriel has over 15 years’ experience in cyber security and technology risk management, specialising in the banking and financial industry. His current responsibility in ABN AMRO is to manage the information security risk exposure in the Greater China region, including the security control governance, risk assessment, information security risk management and cyber threat response. Prior to his current role, Gabriel served as the cyber forensic investigator for Bank of America Merrill Lynch and before that he was the regional lead of the ethical hacking team for JP Morgan. Gabriel first started his career as a system and network specialist in Bank of China (HK).

Gabriel received a Master of Computer Science from University of Hong Kong. He is a Certified Information System Security Professional (CISSP) since 2001, and is also certified in other security area such as computer hacking, digital forensic and information security management.

Lim Shih Hsien

Mr. Lim Shih Hsien is currently heading the information security function of the Hong Kong Jockey Club (HKJC). He is responsible for the development and implementation of its information security roadmap, and for ensuring the HKJCˇ¦s information security polices, standards, guidelines and processes are appropriately enhanced, communicated, and applied. He is also tasked to identify new technology risks and ensure that effective mitigation measures are implemented.

Frank Law

Frank has been working in the Hong Kong Police Force since 1998, and has been involved in technology crime related policing since 2001. Frank is now the head of Cyber Security Centre for the Hong Kong Police Force, in charge of three teams concerning the areas of cyber attack responses. Outside of the Hong Kong Police Force, he is currently the President of the High Technology Crime Investigation Association (HTCIA) Asia Pacific Chapter.

Frank has been responsible for facilitating IT crime investigation and computer forensics training programs on behalf of the Interpol Expert Group on IT Crime (Asia and South Pacific), and has led regional training programs in Korea, Japan, Australia, Thailand and Fiji. He has also delivered presentations at many international computer crime related conferences. In 2009, he has been awarded with the "Information Security Leadership Award" by (ISC)2 in recognition of his outstanding leadership and achievements in workforce improvement of information security professionals in the Asia-Pacific region.

Frank is a CISSP and holds a PhD in Computer Science. His research interests include live systems forensics, digital forensics and digital timestamp analysis.

Prior to this he has been with the Australian Federal Government for the past 15 years, predominantly within the Department of Defense undertaking the role of their Information Systems Security Officer. His passion in the industry is broad, and while now he favors building the Boardroom’s understand of InfoSec delivering the overall program, his real excitement is playing with new and emerging technologies. He feels the key to InfoSec is in understanding your data, the protections you can employ on that data (CIA&NR) and being able to continue build your cyber maturity. “If you don’t understand your own networks and external connections you are not placing yourself well to understand an attack”.

Harjith Prabhakaran

Subsequently, Mr. Wong joined the Singapore National Computer Board in 1994 where he was an IT Architect involved in the pioneering projects of the Singapore IT2000 Masterplan, before leaving the Public Sector to join Deutsche Bank AG in 1997.

Aside from his work commitments, Mr. Wong also served as an advocate for the IT industry, as an executive committee member of the Singapore InfoComm Technology Federation (SiTF) from 2003 to 2010, during which he spent the last 3 years (2007 to 2010) serving as Chairman of the Security and Governance Chapter, as well as an Executive Council Member of the SiTF.
