Mr. Bill McCluggage
Deputy Government CIO
Cabinet Office, The United Kingdom


Bill joined the Cabinet Office as Deputy Government CIO in September 2009 and he is also Director of ICT Strategy & Policy with overall responsibility for the formulation, development and communication of cross-Government ICT strategies and policies. On behalf of the Government CIO and CIO Council he chairs the CTO Council and the CTO Delivery Group. His most recent success has been the publication of the UK Government's ICT Strategy in March 2011 and he is SRO for the Government's Identity Assurance programme.

He joined the Cabinet Office from the Northern Ireland Civil Service (NICS), where he represented Northern Ireland on the Government's CIO Council and was the Senior Information Risk Owner (SIRO) for the Northern Ireland Civil Service.

Prior to joining the NICS he held a number of senior positions in private sector companies, including IT Director for Harland & Wolff Heavy Industries in Belfast and prior to that served in the Royal Air Force.

Bill is a Chartered Engineer and Member of the Institution of Engineering and Technology. In June 2008 he was appointed a Visiting Professor within the School of International Business at the Ulster University.


Mr. Cort Isernhagen

As Vice President for the international divisions of IDC's Industry Insights businesses, Cort Isernhagen is responsible for the overall management and research services of the Financial, Manufacturing, Government, Health, and Energy industry sectors in Asia/Pacific, Europe, Middle East, and Africa. He leads IDC's "Insights" business units whose dedicated analyst teams provide guidance on industry-specific technology and business process issues facing corporate leaders in these industries.

Prior to this role, Cort was Vice President of Marketing & Business Operations for IDC's Vertical Market business units and New Ventures group. In this role, he ensured that research products in each portfolio fit the needs of the target market, and assessed the market demand for new products. He managed the marketing groups for these businesses, established operational and financial objectives, and provided general management for all units in the portfolio.

Cort also held the position of Vice President for IDC's Interactive Products and Services. He was responsible for the development, communication, and implementation of an interactive products strategy for IDC. This included the delivery of research and information to customers and prospects via the Web, Lotus Notes, and Intranet products, management of IDC's company web sites, and technical customer support teams.

At IDC, Cort has also previously held the post of Regional Marketing Director for IDC's Asia/Pacific operations. Under his direction, the marketing and business development activities were coordinated for the first time through all countries in the region. He launched IDC's regional events and conferences business in Asia/Pacific where he created and branded several multi-country sponsored events.

Prior to joining IDC, he also has held the position of General Manager and led online marketing consultants for the business solutions division of Chinadotcom, based in Singapore. He was also Associate Director at IDG Asia/Pacific based in San Mateo, California.

Cort holds a Master's Degree in Business Administration from the American Graduate School of International Management-Thunderbird, and a Bachelor's Degree in Business Administration: International Business from Hawaii Pacific University.

Mr. Andy C Bien

Currently the Chief Information Officer (CIO) of the Airport Authority of Hong Kong, Mr. Bien has been in the Information Technology (IT) industry for over thirty years.

Trained as an engineer, his technical expertise spans from hardware design, software development to lectureship in tertiary institutions. In addition to his technical background, he has gained extensive business and management experience through general management roles in the finance, telecommunication, logistics, transportation and aviation industries.

As Chief Information Officer, he is responsible for the strategic planning and provisioning of IT services to the Hong Kong International Airport and its community.

Mr. Bien obtained his BSc Degree (Hons) in Computer Engineering from Queen's University, Canada in 1981 and his MSc Degree in Communication Engineering from Imperial College, University of London in 1986.


Mr. Peter Koo

Peter Koo is one of the Practice Builders of our Enterprise Risk Services (Risk Management Consulting) in China and Hong Kong. He leads and manages risk management consulting services in Sarbanes Oxley Attestation/Readiness, Internal Audit, Corporate Governance, Privacy & Security Services, System Processing Consulting and Re-engineering. He is the regional leader of the firm’s eBusiness Security and Certification Authority/PKI consulting services. He also serves the firm's various industry groups, including the Public Sector, Global Financial Services Industry (GFSI) Group as well as the Technology, Media and Telecommunications (TMT) Group.

Having served the firm in numerous countries, he also led the Internet Security Consulting Services in the West Coast of both Canada and United States of America. Prior to joining the firm, he worked in different internal audit departments within the Federal Government of Canada, with specialization in System Process Consulting and Business Process Re-engineering as well as Risk Management.

Mr Koo is certified to implement WebTrust Assurance Services and is the founder of Certification Authority/Public Key Infrastructure (PKI) initiative for Hong Kong office. He plays a key role in the WebTrust and Certification Authority for CARO compliance standard setting committee for the Hong Kong Institute of Certified Public Accountants (HKICPA).


Dr. David Chung

Dr. David Chung joined Hong Kong Cyberport Management Company Limited as the Chief Technology Officer leading core public functions of Cyberport, namely IT&T services operations, Technology Centre, Collaboration Centre and Entrepreneurship Centre. Under his direction, Cyberport is continuing to focus significant resources on fostering the growth of local ICT startup and SME companies.

Dr. Chung holds Engineering Management Doctorate from City University of Hong Kong, Master Degree of Business Administration from Open University of Hong Kong and Bachelor of Science (Engineering) in Computer Science from Imperial College London. He is also the President of the IPv6 Forum-HK Chapter to promote the deployment and swifter uptake of the next generation internet with support from industry, education and research organizations.


Mr. Sunny W K Lee

Mr Sunny W K Lee joined The Hong Kong Jockey Club as Executive Director, Information Technology in July 2006. Mr Lee heads a team of about 500 IT professionals, to provide innovative technology solutions that contribute significantly to the Club's mission and strategic objectives.

Mr Lee has extensive IT experience gained in both Hong Kong and overseas. Prior to joining the Jockey Club, he spent 10 years at the Hong Kong and China Gas Company Limited (Towngas) where he was an Executive Committee Member and held a number of key positions at the Company, including Chief Information Officer of the Group and Chief Executive Officer of two strategic diversification businesses, iCare.com Limited and Towngas Telecommunications Company Limited.

Between 1990 to 1996, Mr Lee was Vice President and Systems Director of the Bank of America in Hong Kong, where he played a key role in building up IT capabilities to support the Bank's business expansion in Asia. He has also previously held key IT positions in the financial, management consulting and manufacturing industries in the USA.

Mr Lee has a long record of serving in many high level advisory committees in the academic, professional and community arena. As well as being a member of the Hong Kong SAR Digital 21 Advisory Committee, Mr Lee is Immediate Past President of the Hong Kong Computer Society. He was a recipient of Hong Kong's Ten Outstanding Young Digi Persons Award in 1999, the Asia CIO Award in 2002 and 2007, the China Top CIO Award in 2007, 2009 Asian IT Influencer by MIS Asia Magazine, and 2009 China Best Value CIO Award.

Mr Lee was appointed a Justice of the Peace in 2010 and was a torchbearer for the 2008 Beijing Olympic Games torch relay in Hong Kong, representing Hong Kong's IT achievers.


Dr. Lawrence Cheung

Dr Lawrence Cheung is a Principal Consultant and the head of the Emerging Technologies Unit of IT Industry Development Division within Hong Kong Productivity Council. His unit is focused on providing and promoting new Information and Communications Technology and solutions, such as new media, mobile and wireless technology, to the industries in Hong Kong through promotional seminars and conferences, training, partnership and consultancy. He contributed regularly to newspaper and magazine columns and was frequently interviewed by the press on topics and issues related to new information technology areas.

Prior to joining HKPC, Dr. Cheung was living in Australia. He was a Principal Research Scientist in CSIRO of Australia. He holds Bachelor of Engineering with honours and Bachelor of Science degrees from Monash University in Australia. His doctorate degree was also from Monash University.


Mr. Lawrence Law

Mr. Law has more than 30 years of experience in the IT industry. Starting from the first WAN in Hong Kong in the 70s, to the first Internet connection in the 90s, he has been one of the major designers of the academic network. In Hong Kong University of Science & Technology, he was the chief designer of the IT systems in the new university. Mr. Law has extensive experience in networking, WWW, mobile computing, ERP implementation and IT support to learning.

Starting from mid 90s, Mr. Law had been the Chairman of the HARNET (Hong Kong Academic & Research Network) Network Task Force for more than ten years. Besides his local participation in networking, Mr. Law had also been very active in the international Internet activities. He had been the Vice Chairman of the Asian Pacific Network Group, and Asian Pacific representative in the CCIRN.


Mr. Daniel Lai, BBS, JP

Mr Lai is responsible for providing a vision for and strategic directions on IT at MTR. Prior to joining MTR in 1999, he held various senior IT managerial positions with The Hong Kong Jockey Club.

Mr Lai has led many innovative and large scale IT projects and managed large computer installations. He has developed and implemented IT governance, programme and project management, and outsourcing frameworks, and led the successful IT integration for the merger between MTRC and KCRC.

Mr Lai has held many positions in public services and educational institutions and won numerous CIO and IT-related awards. He is Chairman of Hong Kong CIO Board.


Mr. Victor Lam

Mr Victor Lam joined the Hong Kong Government as an Analyst/Programmer in August 1985, immediately after his graduation from the University of Hong Kong, majoring in Computer Studies.

Being an information technology (IT) professional, Mr Lam has provided IT service to various government departments, including Housing Department, Customs and Excise Department, the former Trade Department and the former Information Technology Services Department. He was the project manager of the Air Cargo Clearance System in preparation for the opening of the Hong Kong International Airport at Chek Lap Kok in 1997-98. In 1998-2001, he completed a review on the ".hk" domain name administration regime and facilitated the establishment of the Hong Kong Internet Registration Corporation. He assumed the position of Chief Systems Manager (Human Resources) of the Office of the Government Chief Information Officer in 2002-05 to take forward a series of cultural and organisational change programmes of the Office. He took up the Assistant Government Chief Information Officer position in 2006 to help government departments transform their businesses through IT. Currently he is the Deputy Government Chief Information Officer (Consulting and Operations) responsible for developing and implementing the Digital 21 Strategy, the blueprint for the development of information and communications technology in Hong Kong.

I started managing IT operations and strategic planning when I became Finance Director of in a blue chip multinational company in Hong Kong in the early 1980s. Since then I gradually expanded my exposures and experiences in Asia and Europe.

I am a Fellow of the Institute of Chartered Accountant in England and Wales and an Associate of the Chartered Institute of Taxation in UK with a BSc degree in Clinical Biochemistry from Manchester U and a Master Degree on Corporate Environmental Governance from HKU.

I joined SPCA (HK) as a Deputy Director since I retired.

Mr. BongUp Cho, has more than 18 years of experience working for both the local government and the central government of the Republic of Korea. He is an expert in policy development and coordination in areas such as e-Government development, regional development and local finance policy etc. He has worked on national agenda-setting issues such as e-Government, governance and public administration whilst serving in the Presidential Office. Mr. Cho received a MPP in International Relations from Korea Development Institute (KDI) in the Republic of Korea and was a Visiting Scholar at Michigan State University in 2005.

Steve McWhirter is the Senior Vice President of Enterprise Sales for salesforce.com in Asia Pacific.

He looks after the company's focus on large organisations, such as Suncorp, Bajaj, St George Bank, Perpetual, American Express and Crocs, and is charged with growing this market across the entire region.

An industry veteran with 21 years of experience in the IT industry, Steve brings with him a strong understanding of the IT and business landscape across Asia Pacific. He is well-known in the industry for his teaming approach to business and his commitment to providing customers with great support, service and choice.

Steve has witnessed a sharp uplift in interest from larger organisations and strong momentum in cloud computing across the region. He cites economic and productivity benefits of cloud computing as main drivers for adoption among larger enterprise organizations.

Steve has been with salesforce.com since August 2008. Prior to that he was at HP, building its infrastructure software business, and before that turned RedHat into a $120m business in Asia Pacific.

Steve holds a Bachelor of Education with a major in Computer Science from Sydney University and a Diploma in Pure Mathematics from the University of New England.


Mr. Wee Toon Chwee

Mr Wee Toon Chwee has over 10 years of professional experience in information technology, including Information Security, System Network, Application Integration, Public Key Infrastructure (PKI) and Server virtualization.

As Chief System Consultant, Toon Chwee is responsible for providing pre-sales technical support to the Territory Manager, handling major accounts in the Hong Kong territory. He also provides technical assistance for local marketing events. He has also obtained the Certified Information Security Systems Professional (CISSP) and VMware Certified Professional (VCP) certification.

Prior to joining VMware, Toon Chwee was a pre-sales Consultant at RSA Security, where he was involved in many major information security implementations in South Asia.
