Keynote Five: e-Government Development and Best Practices
The United Nations believes that e-Government is integral to the socio-economic development of the peoples of the world because it encompasses the ‘capacity’ and the 'willingness' of the public sector to deploy ICT for improving knowledge and information in the service of the citizen. In 2006, the United Nations Project Office on Governance was established as a global hub for Good Governance in the Republic of Korea. In terms of e-Government development, Korea has achieved tremendous growth in information services, as well as, in informatization over the past 30 years. Also, Korea was ranked 1st out of 192 countries in both the e-Government Development Index and the e-Participation Index in the 2010 UN E-Government Survey. So by learning from the Korean experience, we can come to know of leadership, lessons learned, success factors, implications, challenges, best practices and also the not-so-successful endeavors.
